legally he will not have to move
a state may not impose qualifications for House or Senate beyond those in the US Constitution.  The Supreme Court made that clear when they overruled state imposed terms limits for the US House.

According to Article I, the qualifications for the House is to be 25, 7 years a citizen and a resident of the state.

Whether someone who did not live in the district could get elected from it is a separate political issue, but it has been known to happen in other states.

Thanks for that information. I didn't think about that. Of course, I should have. I do recall that when some states tried to impose term limits, they had to restrict them to state and local offices.

I really do believe, however, that "Morgana" is simply getting some good press and enjoying stirring up Democrats. He has more power as majority leader in Richmond than he would have as a junior member of the minority in DC. But...who knows what lurks in the heart of that man?
